Human resources as a structural component in evaluation of the effectiveness of industrial complex diversification

Diversification of the region’s industrial complex is a complicated, multifaceted, open-ended process that helps reduce total costs, increase the production efficiency, stability and security of the economy, set an optimal level for the system of production and distribution of goods. Diversification helps adapt to current market conditions, reduce the risks of changing economic situation on the world markets, and actively compete in the markets of the Customs Union and the WTO. Therefore, when assessing the efficiency of regional management of the process of diversification, importance is attached to the analysis of the proportions of socio-economic development of territories, and the estimation is performed on the basis of calculating absolute and relative indicators, not only to establish the status of the economy of the region at a particular time, but also to determine the possible positive or negative change of the inertial component in the development of the territory in the short and medium term. Labor is one of the three main production factors, so one of the priorities in the context of the strategy of neo-industrialization of national economy is qualitative and quantitative change in the structure of employment in different branches of production. The analysis of the main socio-economic indicators of development of the region allowed us to determine a number of parameters characterizing the ability of local authorities to influence the process of diversification of the territorial industrial complex. The article gives an example of calculation of only some of the coefficients suggested in the author’s methodology; these coefficients are directly or indirectly interconnected and allow for assessing the degree of involvement of labor potential of the territory in the process form of diversification of the regional industrial complex.
