Participation of citizens in the development of formats of the initiative (participatory) budgeting

The article deals with the initiative (participatory) budgeting that is implemented in the Russian Federation in two formats: the World Bank's Local Initiatives Support Program (LISP) and the budgeting committees, each of which has its own field of application. Further development of the initiative (participatory) budgeting in the Russian Federation implies development of its formats. The most widespread and developed originally for rural areas, the LISP in order to be applied in urban areas and settlements, population size of which exceeds the capacity of the general meeting, must undergo structural changes to remain user-friendly and popular. It is recommended to use focus groups with citizens to discuss the formats of the information campaign, filing and discussion of applications, decision-making procedure, application of selection criteria, co-financing volumes and so on. The plan for such discussions is offered.
