Participation of civic society institutions in solving the problems of the regional education system

The public participation in solving the problems of the Russian economy and social sphere becomes more significant due to increased civic engagement. The issue of state-public management in the education sphere is particularly critical, as there are unresolved structural problems (lack of financing, depreciation of buildings, facilities and training equipment, low staff turnover, etc.). However, as experience shows, nowadays a critically small number of public management structures take part in the decision of the issues important for the education development. In most cases, the collegial bodies have only advisory or expert authorities. In fact, these structures do not represent needs and interests of the educational process participants and, therefore, gradually fit into the administrative chain. Their integration with the state does not result in the formation of proper state-public nature. Taking into account the results of the monitoring of the Comprehensive program of education modernization “Our new school”, the article tries to highlight the main risks associated with the implementation of state-public management principles in the regional education system and present possible ways to overcome them on the example of the Vologda Oblast.
