Participation of Civil Society in Law Enforcement Monitoring in Russia

An urgent task within the framework of further development of the legal system of the Russian Federation is the development of a unified federal codified normative legal act regulating the issues of legal monitoring, including law enforcement monitoring. The development of effective mechanisms for the participation of civil society institutions in law enforcement monitoring to increase its real effectiveness also remains an actual task. Purpose: to determine ways to improve the legislation of the Russian Federation on the participation of civil society institutions in law enforcement monitoring and to develop the institution of public monitoring of law enforcement. Methods: legal comparativistics, interpretation of legal norms, formal-legal and legal hermeneutics. Results: based on the results of the study, the authors conclude that in Russia there is an opportunity for citizens and public associations to participate in law enforcement monitoring, but legal mechanisms for implementing this opportunity have not been established, the public is extremely rarely involved in monitoring. At the same time, public participation in monitoring can increase its effectiveness and ensure that the interests of the general public are taken into account. The authors believe that the improvement of the current regulatory framework governing the implementation of law enforcement monitoring in the Russian Federation should follow the path of adopting a unified federal law on legal monitoring in the Russian Federation, which could also regulate the participation of a wide range of civil societ y institutions.
