Public participation in the activities of non-profit organizations (typological analysis)

One of the challenges for the Russian society is the insufficient resource capacity of non-profit organizations (hereinafter referred to as NPOs) in the regions of the country. In many ways, the human resources of NPOs are determined by the level of involvement of citizens and public groups in their activities. In this regard, the study of the level of social participation of the local population in interaction with NPOs in the regional level appears to be a relevant issue. The article aims to segment citizens by level of social participation and assess the human resources of NPOs based on the identification of dominant behaviours. The conclusions of the study are based on the data of a questionnaire survey of the Kuzbass single-industry towns' population, where the problems of developing the non-profit sector for solving social problems are acute. In the context of testing the main hypothesis of the research, it was found that the dominant part of the population belongs to the groups of “alienated”, “isolationists” and “marginals with an exit strategy”, which are characterized by a passive model of behavior oriented to self-exclusion from the process of social participation. Social passivity is an institutional obstacle to recruiting volunteers, employees and limits the human resources of NPOs. The application of the research results in management practice is shown.
