Participation of minors in public affairs from the perspective of the international law and the law of the Russian Federation

The author explores the issues of involving minors in social and political life. The research method is the logical scientific analysis of normative texts. The relevance of the study can be explained by the recent trends in the intensification of youth protests in Russia. The paper focuses on preventing non-constructive protest behavior by virtue of ensuring the rights operationalizing public participation: the right to peaceful assembly, the right to freedom of expression, the right to participate in youth associations. The relationships between the concepts of political protest and full legal capacity are studied. The author substantiates the urgency of amending federal legislation to ensure that protest opinions of youth will be taken into consideration by public authorities.
