Public participation in the activities of penittiary institutions

The article analyzes such a topical issue as public participation in the activities of penitentiary institutions. The correctional process of a penitentiary institution differs significantly from that of any other educational system. This process is characterized by the fact that it is organized in strict isolation from society, defined by the legal framework, limited in time. The reasons for public participation in the activities of penitentiary institutions lie in the contradictory nature of the punishment in the form of deprivation of liberty, as a measure of state coercion and a measure aimed at correcting convicts. This is reflected in the activities of the penitentiary institutions themselves, which are essentially punitive and correctional bodies of the state. The author of the article believes that the population should be aware that all the reforms carried out in the penal system, including in the field of social control over crime, can be effectively implemented with the participation of public organizations and suggests ways to strengthen the interaction of penitentiary institutions with the public. Public organizations involved in the Affairs of the penitentiary system are elements of civil society and the rule of law and are free collective entities that interact with civil society and the penitentiary system, and embody the internationally recognized legal institution of freedom of Association as an integral part of inalienable human rights and freedoms. Non-governmental organization involved in the Affairs of the penitentiary system - the most important form of realization of the constitutional right of citizens to Association, which is a non-governmental, voluntary, Amateur, homing, noncommercial formation created at the initiative of citizens, United by common interests and to achieve common goals and methods, not contrary to the law. The purpose of the activities of public formations is to attract public attention to the problems of execution of sentences, coordinate the activities of all healthy forces of society for the rehabilitation of convicts.
