Participation of a specialist-cinemator when inspecting the incident scene for crimes related to illegal trafficking in narcotic drugs and psychotropic substances: problems and ways of solution

The article deals with the use of search dogs when examining the scene of crimes related to the illegal circulation of narcotic drugs and psychotropic substances. The main part of the article reflects a list of existing problems of a practical and theoretical nature. The reasons for the low efficiency of the use by investigative and operational units of the possibilities of the results of the use and use of service and search dogs by cynologists during the inspection of the scene of the incident in cases of this direction are analyzed. It is noted that the issues of participation of a cynologist and the use of search dogs by the internal affairs bodies require constant scientific support. In particular, the study revealed such problems as poor theoretical training of dog handlers, in particular, the lack of basic knowledge on actions at the scene of an accident; ignorance of the members of the investigative-operational group regarding the peculiarities of the use of service-search dogs in cases of crimes related to illicit trafficking in narcotic drugs and psychotropic substances; poor preparation of a service-search dog for the performance of the official tasks assigned to it in modern conditions; absence or weak interaction of the members of the investigative-operational group. The content and nature of the noted problems determine the directions and ways to improve the process of participation of a cynologist when examining the scene of crimes related to illicit trafficking in narcotic drugs and psychotropic substances. The authors also focused on the prospects for the development of cynological work in the internal affairs bodies and suggested possible ways to increase the effectiveness of the participation of a cynologist when examining the scene of crimes related to the illegal circulation of narcotic drugs and psychotropic substances by law enforcement agencies of the Russian Federation.
