Participation of the subjects of the Russian Federation in protecting the rights of the victims

Article 2 of the Constitution of the Russian Federation proclaims the supreme value of a person, his right and freedom. Recognition, observance and protection of human and citizen's rights and freedoms is the duty of the state. It so happened that with the development of Russian law, the rights of the victim and the accused developed not evenly. The state paid more attention to the implementation of punishment and at the same time to ensuring the rights of the accused. In the course of 20 years, the protection of the rights of victims was significantly waved in the Russian Federation, this could not be left without attention to the participation of actors in this field.
