Accounting for the interests of all labor market participants in a universal digital platform

The digital transformation of the socio-economic sphere in Russia is manifested, in particular, through the creation of state information systems. Currently, work is underway on a project to develop and implement the “Professional Information Portal” platform, the purpose of which is to unite all participants in the labor market, provide up-to-date information regarding trends in the labor market, as well as provide information for analyzing and planning changes in educational programs, training frames. The objective of this research is to identify all participants in the labor market that contribute to its balanced functioning, ensuring the representation of all stakeholders’ interests within a unified digital platform. Furthermore, the study reviews existing digital resources that facilitate interaction among participants, with the aim of identifying opportunities for their integration into a singular digital platform to promote optimal labor market development. The theoretical and methodological basis for identifying labor market participants and modeling their interactions is rooted in the dynamic picture of workforce demand and the fulfillment of this demand in the socio-economic development of society, with the direct involvement of the higher education system. As a result of the study, the composition of labor market participants was clarified in comparison with the classical understanding of the labor market. Additionally, the role of a unified digital platform has been defined as a technology for the interaction of its participants. The novelty of this study lies in highlighting the applicant (potential student) as a participant in the labor market and substantiating the necessity to account for the interests of applicants as users of the unified digital platform. A model of interaction between the applicant and the unified digital platform is presented. Furthermore, the research articulates the management capabilities for facilitating the interactions among labor market participants that such an information system - specifically, the universal digital platform for labor market participants’ interaction - can provide.
