In the article the author considered the history of the appearance of the term and the very ideas about the constituent assembly. The problems of formation of electoral districts and the process of voting were characterized. Also given is a description of the problems of voting in elections in Siberia and the reaction of party figures to the dispersal of the constituent assembly.
