Criminal liability for insulting a representative of authority (article 319 of the Criminal Code of the Russian Federation)

The article discusses the concept of a representative of power, as well as the issues of qualification and practice of applying the criminal law norm on insulting a representative of power (Article 319 of the Criminal Code of the Russian Federation). Taking into account the analysis of the corpus delicti, statistical data, it is proposed to supplement Article 319 of the Criminal Code of the Russian Federation with Part two, which establishes criminal liability for insulting a government official committed in public using information and telecommunications networks, including the Internet.
