The article considers a number of vital issues of criminal-procedural regulation which are to be solved at the legislative level: the necessity of preservation of the stage of bringing the criminal action and the institution of bringing charges, the introduction of the possibility of using preventive punishment in the form of taking a suspect, accused or wanted persons into custody into the Criminal Procedure Code of the RF.
