The article deals with the criminal-legal norms of involving citizens and other objects of legal proceedings to punishment. There are examples of various punishments for citizens of Ancient Babylon. The article author analyzes the vector of the focus on the predominance of public interests over private interests, including the key to the perpetuation of the slave system and the protection of religious beliefs. The results of the study show that the prehistory of criminal sanction has deep and ancient roots, originated in the bowels of ancient civilizations; it will be further developed, depending on the needs of society.
