UEC - the antichrist of modern society

The paper presents the history of the emergence and spread of banking cards in Russia. Considered local payment systems, which have developed in Russia and based on Bank cards: “STB Card”, “Union Card” and “Golden crown”. Submitted ratings on the use and release of plastic cards in various regions of Russia, namely: 1. rating of regions by number of active Bank cards; 2. the share of trading transactions made by Bank cards. The work has used regulations, and orders of the government and the Ministry of industry and trade of the Russian Federation “About a Universal electronic map”. Analyzed all sides of the universal electronic card at the present stage of its development, and its legal equipment and negative opinions of various experts. As a result, the conclusion about the future implantation in the human micro and nano electronic devices for direct communication with managers of global networks like the Internet to fully identify the man in his room and unlimited access to the dossier holder of this service in the state register in electronic data exchange in the process of operation of the card.
