Enlargement of municipal formations as a way to improve interbudget relations in st. Petersburg

The relevance of the research is due to the search for new approaches in organizing intergovernmental cooperation and building a system of local self-government in St. Petersburg in order to increase the effectiveness of the use of leveling tools for fiscal security of intracity municipalities of a city of federal significance. One of the ways to solve the existing problem, the author sees the enlargement of municipalities, which will further expand the scope of authority of local governments and stabilize the distribution of revenue sources between regional and local budgets.
