Street protests organized by Russian political radicals in January 2021 in connection with the arrest of opposition blogger A.A. Navalny made the question of the degree of threat to the system of national security of Russia and the search for measures for an effective state response to this challenge relevant. The article examines similar, from the point of view of organizational technologies, street protest movements in the United States and Belarus, and conducts their comparative analysis with the Russian situation. The author concludes that the considered street protest movements have a common technological root based on the theory of “controlled chaos" and an obligatory coordinator either from the domestic elite circles or from among influential external actors interested in destabilizing the political regime. Russia, despite the economic crisis, retains sufficient socio-political stability, allowing at this stage to resist the technologies of street destructive protest, marginalize protest activists and ensure public safety. However, in order to prevent further development of events in a negative scenario, it is necessary to activate the state social policy to support the categories of citizens in need and build a constructive dialogue with the reasonable part of the opposition.
