Smart state between globalization and deglobalization: features of e-residents and digital nomads

The article discusses the features of smart state adaptation to globalization and deglobalization. The author analyzes absorption as a strategy for integration of cross-border mobility of resources in the field of government policy; evaluates the advantages of smart state technologies for the realization of the absorption strategy; identifies the features of e-residents and digital nomads in different countries as examples of smart state adaptation to globalization/deglobalization. Author shows that through digital identities smart state creates new agencies that fix cross-border flows of resources and include them in the system of regulatory initiatives, value creation/extraction, transfer of innovation and human capital.
