Smart city: the peculiarities of political management (the case of Sevastopol city)

The study considers the phenomenon of the Smart City that can act as a source of economic growth and increase the level of the urban community well-being. It becomes possible in the conditions of urbanization processes intensification and active introduction of smart technologies into everyday reality. The priority in the Smart City should be the residents and their needs rather than the high technologies, although it is definitely the base. The formation of the Smart City requires adequate management, which becomes smart. The author analyzes the specifics of management issues on the example of the Smart City project in the city of Sevastopol. The urban community transforms the hierarchy of management processes in the direction of increasing horizontal connections. This transformation allows residents to influence the formation of the public agenda and involves them in the management and decision-making process, making them more transparent. Today the city has an electronic government, quite productive communication between the government and the citizen via the social networks, the development of a Digital Double of the City is underway, etc. Attention is focused on the fact that it is possible to improve the efficiency of management, relying on the use of Big Data, which will not only overcome the information fragmentation of city management, but also focus on the needs of its residents.
