Universalization of the non-proliferation regime: historical aspect of the problem

In the article, the author applies a historico-prognostic approach to analyze one of the major problems of international relations, namely, the maintenance of strategic stability and nuclear non-proliferation regime. The author tries to answer the main question of the XXI century: whether it is possible to achieve universality of the Treaty on the Non-Proliferation of Nuclear Weapons in conditions of increasing multipolarity. The author analyzes what role the positions of Russia and the United States play in this process, what impedes adherence to the NPT by its parties, especially the nuclear club, and why attempts to convince the countries that refrained from signing have so far failed. The double standard policy, the priority of national interests, and the denial of treaty renewal and expansion, which are the foundation of strategic stability in the world, undermine the authority of the entire non-proliferation regime and preclude from any progress on the issue of universalization.
