Universal prequalification as a mechanism for improving the contract system

This article analyzes in detail such an integral part of the structural changes of the contract system in Russia since 01.01.2022 as universal prequalification. The hypothetical aspects and prerequisites that formed the nature of such a mechanism and influenced its occurrence are also considered. The research is carried out through the prism of the current version of the Law on the Contract System, by-laws in the current field, the practice of bodies authorized to exercise control in the field of procurement, the opinions of experts and the state apparatus.
