The article is devoted to the process and features of the revolutionary events in the Baltic region at the beginning of the 20th century. The authors reveal the high level of proletarianization of Latvia, which led to the creation in 1904 of the National Social Democratic Labor Party (LSDRP). Otto Ivanovich Makstenek was one of the first Latvians to join the ranks of the new political organization. Subsequently, he became an active participant in the first Russian revolution of 1905-1907, a political prisoner, an exiled settler. Makstenek was a participant in the Civil War in Eastern Siberia and the first authorized representative of the People's Commissariat for Foreign Affairs of the RSFSR in Mongolia (1920-1921).
