In this article the authors discuss the characteristics of management culture in the institutions of culture and arts. These institutions take a special place in the market system and are seldom studied from the perspective of management. The relevance of the article is determined by the fact that the authors analyze organizational, administrative, economic, and informational components of the management culture and the HR management. The organizational and administrative component of the management culture manifests itself as a certain system of redistribution of powers, legal rights and responsibilities. The economic component is provided by the resource support system: physical infrastructure and financial resources. The information component is focused on the creation and processing of significant communication flows of the culture and art institutions. The personnel management covers a set of measures, including conflict management. In large culture and arts institutions the relationship between departments are sometimes unhealthily competitive and mutually distrustful. The reasons for such conflicts lie in the discrepancy of opinions regarding the development of the organization, existing stereotypes and prejudices. The main conclusions are exemplified by the sociological research data.
