Human capital management for the interests of social development

The article considers human capital from the position of its functioning and development management. The need to regulate these processes is associated with the presence of contradictory trends in its formation and use, with the participation of many actors with divergent interests and opportunities, with the importance of human capital as a resource of socio-economic development. In accordance with the types of human capital, the main levels of management are identified and their characteristics are given.
