The article discusses the processes of human resource management in modern public associations. Management processes are analyzed from the point of view of the subjectivity of management objects and changes in their behavioral attitudes as a management method. Social engineering and manipulation of consciousness are reviewed as one of the relevant modern methods of social control. The types of human resource management are examined depending on the access of management objects to information about the goals of the management subject.
