State and municipal procurement is the most important governmental function (both for the state and for municipalities) and a tool that allows meeting the needs of the state and municipalities, that is, ensuring the fulfillment of their socio-economic functions. As a tool, on the one hand, purchases allow us to solve the question of what, when and to whom budget funds will go to meet the needs of the state, municipalities, and society as a whole. On the other hand, procurement activity ultimately solves the question of how much and how budget funds and extra-budgetary sources will be spent on state and municipal needs. Thus, procurement is an essential part of the budgeting process that determines its effectiveness, cost-effectiveness and efficiency. In fact, all stages of budgeting permeate procurement processes to meet needs.
