The quality of professional preparation is the guarantee for young people on work market. In this article the author suggests a model of managing and quality evolution of professional education in the elementary professional education system. The professional lyceum №15 is the basis for study. It trains qualified specialists for building branch in the republic of Buryatia. The author founds the social partners in the system of elementary professional education are the main experts by quality evolution in specialists preparation.
