Managing initiative budgeting in a crisis at the stages of the life cycle

The application of the life cycle theory to the analysis of social projects allows one to fully analyze the said projects’ development journey and to prevent the untimely onset of the "death" stage due to crises. The article discusses some examples of growth crises overcoming in the initiative budgeting practices from Russia and abroad. The difficulties of overcoming crises and transformation of the practices show that there is a need for methodological support for managing the practices development. That is especially important for Russia as a course for the strategic development of initiative budgeting has been adopted.
