Apartment building management: a possible future?

The author describes the characteristics of the existing management system of apartment buildings (MKD). Concludes the lack of balance of rights, obligations and responsibilities of the participants in the management of common property in apartment buildings. Considers two possible options for further action - maintaining the existing approach and recognizing the need for a new phase of reform. Proposes changes in the legislative regulation of relations on the management of apartment buildings to ensure the formation of a responsible «collective owner» of the common property in such a house and the market of professional services for the management and maintenance of apartment buildings with the aim of sustainable development.
