Management of motivation of municipal servants

The article deals with the motivational processes in the system of municipal management. The factors which influence on the municipal authorities development and being one of the main criteria of successful operation of the system of state management at the local level were considered in the research. This article also examines the challenges faced by managers in motivation of municipal servants. The article highlights the issue of material and non-material stimulation of the personnel of municipal authorities that identified components of the moral satisfaction of municipal servants in the workplace. The article deals with the Russian and foreign management experience of municipal servants motivation. Thorough analysis of the approaches to promotion that used in the Japanese management model, meaning of lifetime employment is disclosed for state and municipal employees in Japan. The article also considers approaches to stimulate municipal employees who are more adapted to Russian conditions of development authorities. To identify the main motivations in the hiring in municipalities, this article analyzes a survey of state and municipal officials in one region of the Russian Federation. This article covers the key areas of work motivation management in Russian municipalities.
