Management of municipal projects: experience, problems, prospects

The article analyzes the implementation of project management technology in municipal practice. The study emphasizes that the project mechanism provides both quantitative and qualitative effect for municipal authorities. Project management becomes the dominant paradigm of social and economic development of the territory in municipalities and regions. An example is the following projects to be implemented by the municipal authorities in the Belgorod region. They are “Belgorod is a Green Capital”, “New Life”, “Health Management” and 500/10.000 project (where 500 means the number of enterprises, and 10.000 is the number of engaged employees). The latter is initiated by the Governor of the Belgorod region in 2017. This unique project is designed to improve the livelihoods of people living in these territories.
