Personnel management as a tool for the formation and development of human resources of the organization

The article considers the essence of the formation of a personnel management system in an organization. The interrelation of subsystems of personnel management is indicated, the elements of which are the formation, development, preservation and use of personnel. The principles and stages of personnel selection for certain positions in the organization are presented, including the principles of compliance, prospects and turnover. The criteria for matching employees to work in a certain position are defined, which include the availability of the necessary qualifications, business qualities, employee performance, quality of work, what methods are used in work, the availability of analytical abilities, the desire to introduce innovative methods of work, compliance with discipline, as well as the presence or absence of conflicts with other members of the team. The principles of evaluating the effectiveness of personnel planning and development processes in the organization are considered, which include promotion of employees up the career ladder, promotion to vacant positions of employees of the enterprise or hiring from the outside, informing employees about the prospects for career advancement, taking into account existing criteria and limitations, as well as staff turnover regardless of career aspirations. It is concluded that the processes related to career planning and development allow the company to use the potential of employees more effectively.
