The issues of increasing the efficiency of energy resources usage are currently being considered by both domestic and industrial facilities. The importance of addressing these issues in relation to engineering infrastructure is determined by its life-supporting role in the city and the high potential for energy conservation. The authors propose a comprehensive approach, providing for the formation of regulatory, scientific, innovative, financial, economic, informational, educational and organizational foundations for increasing the energy efficiency of the engineering infrastructure of the city. As a research philosophy, a phenomenological one is selected, based on the use of expert opinion and generalization using a deductive approach. The scientific novelty of the results obtained is to ensure the adaptation of the developed system of measures to the composition of engineering infrastructure objects. Practical significance is determined by the demand for developed measures in the framework of the implementation of state policy to increase the energy efficiency of the Russian economy.
