Public information systems management: value engineering analysis

This study applied value engineering analysis to optimize the development process of a state information system for “Permstat”. The main objective was to reduce development costs without losing system functionality. The information system is designed to automate the handling of regulatory documents, document management, and provide staff with quick access to relevant legal acts, significantly simplifying the information dissemination process. A functional-structural model was developed for the analysis, which includes 37 functions and 22 modules. These elements were decomposed, and their importance was assessed using the analytic hierarchy process (AHP), allowing for the calculation of both local and global weights. Local weights reflect the importance of a function at a particular hierarchical level, while global weights show its significance in the context of the entire project. Two iterations of ideal functional modeling were conducted to improve functions and modules. As a result, development costs were reduced by 12.5 %, with overall project savings, including all changes, reaching 8 %. These findings demonstrate that value engineering analysis is an effective tool for reducing costs in information system development, ensuring high practical value.
