Human capacity development management in the arctic region

The study discusses the category of human capacity, its structure and specific nature, the problems of managerial interactions during its establishment in the Arctic region. Special attention is paid to this concept as an integral element of social capacity in close connection with the resource and institutional capacities and aspects of their management. The paper presents several results of the author’s sociological research proving the theoretical conclusions. The author analyzes the opinions of respondents in the Arctic region on key indicators of human capacity such as public health, health care system, vocational education of future developers of the Arctic region, ethnic and regional education of the indigenous peoples of the North. The study proposes the key areas of improvement in the education system and relationships among residents of Northern settlements, government, and public organizations.
