Management of innovation activity development in the region and its functional tasks

In the paper, the classification of functional tasks of innovative activity management of the region, deduced using clustering and graphs is offered. It can serve as a basis for building the functional structure of innovation management institutions. Building a complex of interrelated tasks of innovative regional activity management should provide: a continuity of management process, parallelism of various task’s fulfillment, unification of all processes of innovation strategy synthesis into one integrated complex, evaluation of innovative opportunities and efficiency of innovation activity. Each of the listed functional tasks is presented as a black box model, in which the inner meaning of the task is hidden, and only its external environment is known. This is necessary to establish the links between the tasks and the opportunities of developing universal methods of solving them. Selecting groups of identical functional tasks helps to build an optimal management structure in a given area. The management is also faced with the task of assessing efficiency, allocating funds to innovative projects, strategic planning, analysis and identification of problems, monitoring, and evaluation of Regional Fund, as well as the tasks of preliminary parsing. As a result of splitting the tasks into clusters, their groups were obtained, which were solved by the same methods using the same information. In its turn, it allows building a mechanism that can be implemented in the process of managing the innovation activity of the subject. The solution of the proposed integrated complex of tasks is aimed at ensuring the efficiency of regional innovation processes management.
