Fire service resource management taking into account the typology of territories on fire hazard

The task of human resources management of fire service is given taking into account the typology of territories on the fire risk situation. The typology was based on cluster analysis methods for provinces of Viet Nam, which is characterized by a very complex and heterogeneous fire situation. To solve the problem of typology, the indicators reflecting the complex factor complex of fire determination in the country (socio-economic, demographic, climatic, material-technical and other) were selected. The choice of the distance measure between clusters and the clustering method was made by searching the options provided in the statistical program package Statistica 12. The models of specific loads relations by number of dead and number of injured in fires with the specific load on fires are constructed. A complex specific indicator is formed, taking into account both the dead and injured in fires. On this basis, the objective function is built, taking into account principles of the active systems theory. Using the objective function, the problem of optimal territorial distribution of human resources of the fire service in clusters was solved. The estimates showed that the optimal distribution allows reducing the complex specific indicator by 10-12%.
