Аbstract. Throughout the XIX and XX centuries, the public sector grew only in certain States experiencing unloading through privatization. The public sector has been gradually built up new industries in different periods of the development of the modern state, where its value was fundamental to the security of the state and the economy in General, and private initiatives could not fully and effectively contribute to the development of a particular sector of the economy.
