Governing provision of social care services to vulnerable people through state social commissioning

The average life expectancy is increasing, communities become more diverse, and expectations of vulnerable people from social care services have been increasing. Governments are trying to find ways to promote wellbeing of vulnerable people and tackle their increasing demands for social care services. State social commissioning is expected to play a central role in governing provision of care services and providing social services’ better quality. This paper describes state social commissioning as an instrument that contributes to changing approaches towards governance and provision of social care services to meet the growing needs of vulnerable people at lowest costs.
