The article deals with the human resource management in the country under the pressure of political struggle of the 1920-s - 1930-s, and the party and government management of the culture sphere. The author considers the data of the documents on the Kursk region regarding the unresolved problem of personnel training for cultural institutions, on how to improve the HR management and its results. It is concluded that the instructions of the various administrative bodies highlighted promptitude in obeying rather than professionalism and competence, and restrained the initiative, but encouraged passivity of field managers.
