Management of security and risks in a smart city

The article examines the development of the «smart city» concept as a comprehensive model of digital transformation of the urban environment, integrating technological, social, and managerial aspects. Special attention is given to the analysis of risks arising from the implementation of intelligent systems, including cyber threats, infrastructure vulnerabilities, organizational, and social factors. The empirical basis of the study is a pilot sociological survey of 147 residents of Russian regions, which allowed assessing the population's level of awareness, readiness to use «smart» services, and attitudes toward key security threats. It was found that, despite the predominantly positive perception of digitalization, respondents demonstrate high caution regarding cyberattacks, data leaks, and the human factor, and are skeptical about the real readiness for implementing «smart city» technologies. The need for a risk-oriented approach is substantiated, based on a combination of technical, institutional, and socio-communicative security management measures.
