Management of land resources for agricultural purpose: genesis of concept and basic functions

The scientific research is dedicated to topical issues - the genesis of the concept of "land management for agricultural purposes" in the context of the fundamental functions and restrictive factors of land use of the category presented. The article presents the main results of the study of the formation and development of the concept of agricultural land management, in the context of the analysis of the current definitions and scientists’ points of view, as well as economic dictionaries and glossaries of land legislation. The meaning of "land" and "land resources" as the main factor in the development of the agrarian sector of the economy, in the context of the historical study of these issues in the works of foreign scientists. The importance of the agricultural land management process as an element of the fund management system ensuring the food security of the country was analyzed. The detailed analysis of current definitions of the main functions and ways of using agricultural land of the given category showed the author’s concept of the process of agricultural land management reflecting the idea of the management process and the nature of the use of objects. The formulated concept reflects the specifics of the use of agricultural land resources, the fundamental functions of these assets, as well as the restrictive factors determined by the land legislation of the Russian Federation. The presented study allows to determine the nature of management actions in relation to agricultural land as a particularly valuable and unchanging condition of existence of the agrarian sector of the economy. The certain restrictive conditions in relation to agricultural lands and functions characterizing the vector of management actions define the management process as a multidirectional activity that provides both the direct production of agricultural products and other functions aimed to preserve the qualitative and quantitative characteristics of agricultural land.
