Educational level of the population in Russian statistical studies
The paper considers two issues: how the educational level of the population in Russia was determined in statistical studies, and how its dynamics is interpreted by researchers. Contemporary definitions of the concepts “education” and “literacy” are given, as well as definitions from the late XIX - early XX centuries. It is argued that the general demographic censuses of the population initially focused on determining the literacy level, rather than the education level of the population. Since the 1939 census, the issue of education had become the main one, as literacy in its simplified understanding (the ability to merely read) had been mastered by a large part of the population. The level of education in the population censuses refers to the proportion of people who have received certain level of education. Three interpretations of changes in the educational level of the population in Russia in the XX century are presented. The chronological framework and periodization of the Soviet concept of the “cultural revolution” were associated with the stages of development of the USSR in their official interpretation; the pre-revolutionary period was not included in it. When calculating the “index of education of the population”, M. N. Rutkevich divides the century into three periods: pre-revolutionary, Soviet (pre-war and post-war), and post-Soviet. The reasons for distinguishing these periods were the change in the political system in Russia. A. V. Zharkov’s concept of “educational transition” identifies five stages, the basis for which was the legislation that defined the minimum educational qualification required for the population, the achievement of which was recorded in demographic censuses.
