Scholarship level of the police officers in the Russian empire in the late 19th century

The article discusses impact of the low scholarship level of the police officers in the Russian Empire of the late 19 th century on the solution of problems the police faced. The author studies legislative and practical measures the government undertook to form a special system allowing to increase the scholarship level of the police personnel.
