Level of pension benefits of the Russian Federation population in the 1990's: reformation issues and political Ecisions

The article discusses the problem areas of the pension coverage of the population of Russia in the period of implementation of the drastic reforms. The author analyzes previously unpublished materials of the State Archive of the Russian Federation, which allows to see the level of mutual understanding between the government and population regarding questions of the retirement provision. The research defines shortcomings of the social policy implementation, such as a lack of the clear conception of the pension provision in the Administration, and an evident inconsistency of actions performed by the country’s leaders. It is shown that the insufficient financial resources didn’t allow the government to provide the retirees with deserved living conditions in the 1990-s.
