Strengthening support for domestic production as a factor of minimizing the negative consequences of sanctions pressure on the economic system of the Russian Federation

Within the framework of this scientific work, the authors study aspects that reflect the role of various actors in strengthening support for domestic production. Sanctions pressure gives particular relevance to the chosen topic, as a result of which the participants of the Russian economic system are forced to deal with the negative consequences of sanctions pressure. The authors show the main actors supporting small and medium-sized businesses, and carry out an analysis of each of them. Based on the data obtained, recommendations were formed to strengthen support for domestic production in the face of sanctions pressure. The development of domestic production is part of the import substitution strategy, which in the face of increasing external sanctions pressure has become even more relevant for the Russian economic system. The need for an independent industrial and technological policy based on an import substitution strategy with a focus on domestic producers and the search for their own modern solutions in various fields of science and technology, maintaining a high level of technological security and surviving global crises with the least losses in the future has come to the fore. This study examines the system of actors that support small and medium-sized businesses in the Russian Federation. Russian economic policy has been promoting self-sufficiency in certain sectors for many years. In conclusion, the author noted that it takes at least 3-4 years to restructure high-tech industries and deepen import substitution. It is necessary to work together with regional ministries, associations, development institutions, business associations.
