The article considers the problem of enhancing the cognitive activity of students in educational institutions of higher education of the Federal Penitentiary Service of Russia. It proposes the concept of activation of cognitive activity and examines the competency- based approach in educational activities. Based on the experience of teaching in the Vologda Institute of Law and Economics of the Federal Penitentiary Service of Russia, the article determines a number of conditions for the activation of students' cognitive activity in the learning process.
