The article describes the mechanism for confirming the demand for unused balances of grants-in-aid and grants for the state target for institutes subordinate to the Ministry of Education and Science of Russia and for making informed management decisions on its basis. The technology to implement the developed mechanism is considered. Results may serve as a tool to improve the efficiency of using budgetary funds in the industry.
