As a result of the transformational processes, the education system of Russia has come under the influence of strong fluctuations of the external world: political, economic, social, technological factors, modern socio-cultural trends, globalization processes. The influence of a dynamic multi-factor environment led to a weakening and partial destruction of the links of education with other systems that previously supported and ensured that the educational system fulfilled its functions. All this has led to the fact that the very functioning of the educational system has become unstable, development processes are characterized by the uncertainty of directions, semantic content, mechanisms for implementation.
