Brain drain — the large-scale phenomenon of Russian society of the XXI century

In an age when the main engine of progress is the intellectual capital, personnel, engaged in scientific activities, is considered to be the most valuable resource of the country. Someone actively uses the potential of this resource and increases it, and someone neglects to take advantage of its capabilities. Today, the process of emigration of Russian minds following the path of development in geometric progression has reached the global level. The article deals with the problem of impoverishment of current drain both domestically and at international levels. The paper focuses on funding science and research staff wages. Using the techniques of content analysis and statistical analysis, the authors carried out a sociological study on highly skilled migration and defined its specificity. The authors emphasize the necessity for further research of the phenomenon, its specificity with the aim of programme development to slow the process. The results helped to identify gaps in the migration policy of the Russian Federation and the formation of practical recommendations to facilitate the creation of new universal programs.
